Takeaway: three DAOs are converging on the same move this week — turning tokens into revenue claims — and in every case, a handful of wallets are the ones deciding.

 **Ethena flips the fee switch.** The ENA Fee Switch vote closes today ~14:40 UTC — activating it converts ENA from pure governance token to a claim on protocol revenue (advisory Snapshot signal; on-chain execution is the real gate). 87 wallets, 17.8M VP, effectively all yes — about 2% of supply deciding the biggest vote in the DAO's history.

 **Sushi restructures its entire tokenomics — 5 wallets voted.** Implementation vote for the SUSHI Reserve, revised xSUSHI buybacks, and PDL on Robinhood Chain is live on 5.2M SUSHI (1.8% supply). Every Sushi proposal for a year comes from the same author address: one counterparty running the full signal-to-implementation pipeline.

 **Parallel OTC-buying back 100M PRL (~10% of supply) from Mimo Labs.** PGP-45 is a negotiated OTC deal, not open-market — three wallets carry the ~70M VP (7% supply), same trio on PGP-44 (Immunefi renewal). Continues the PGP-42 shift from discretionary emissions to burn.

This is the same DAO still distributing rescued funds from the Nov 2025 v2 attacks; the remediation posture is right, the electorate is tiny.

 **Arbitrum funds a standing security program** — 1048 voters, 190M VP, following the Security Council process ratification (204M VP) and the AGV wind-down returning capital to treasury. Still the only large DAO where the professional delegate layer genuinely shows up (GFX Labs, Camelot, DZack23 all voted).
