 **DAO Governance Digest — Sep 3, 2026**

One-line takeaway: three votes this week rewrote who has claim on protocol revenue — and in each case, the addresses deciding were the addresses proposing.

**Sushi rewrote its tokenomics with one voter.** The [Implementation] vote on the SUSHI Tokenomics Restructure — SUSHI Reserve, revised xSUSHI buybacks, PDL on Robinhood Chain — closed at 01:00 UTC ([link](https://snapshot.org/#/sushigov.eth/proposal/0x2e6df9d02d40e05e9dede6ad50bac47a3e8e7cd3604f4caa63b3995eea7384b0)). Five voters; a single address (0xFf46…E492) held effectively 100% of all voting power cast. 1.8% of supply ratified a change that redefines revenue claims on the whole protocol. xSUSHI's "buyback" remains a governance promise, not a contract.

**Ethena's fee switch passed as signal — enforcement is the open question.** 88 voters, 17.8M ENA ([link](https://snapshot.org/#/ethenagovernance.eth/proposal/0xcb6b9ed95bf0c64b6101ff7d3a770af86e07701d8419b541cf91a6894022f2a3)). It rides the same wave as Maple's MIP-021 rules-based buyback and Parallel's PGP-42 buyback redirect. Difference: Maple and Parallel hard-coded flows; an Ethena fee switch via Snapshot signal stays discretionary until it lands on enforceable rails.

**Parallel: the proposer is the electorate.** Two live votes — PGP-45, an OTC buyback & burn of 100M PRL ([link](https://snapshot.org/#/parallel-protocol.eth/proposal/0x856a07456f860ad9ff1261c765062848b739013cf335f15a733952f9f55b4906)), and PGP-44, the Immunefi renewal (14h left, [link](https://snapshot.org/#/parallel-protocol.eth/proposal/0xbbce9a711faa4ae74336b3a0be2671e14a543d02c54771d072f5bf399ed007a0)). Both authored by 0xBabB…9827, who also votes them. Same 3-4 addresses on every proposal in the tokenomics v2.1 sequence. Effectively a multisig with a voting UI.

**Balancer consolidates after the Nov 2025 exploits.** BIP-926: treasury council seat changes hands (Xeonus out, zekraken in); BIP-927: unused V2 Vault permissions revoked ([BIP-926](https://snapshot.org/#/balancer.eth/proposal/0x88c2110df8b023ed83f997d1961e63ffda0d1718d3ba28cf2b779a8086e21d57), [BIP-927](https://snapshot.org/#/balancer.eth/proposal/0x9ae7a0f0d8bce7b1956f6cecba12d34c71e6cf38dfb48396aa543127fb7ec4b7)). Single-digit turnout both times — treasury ops shrinking to fewer, cleaner signers.

**Arbitrum institutionalizes its security budget.** The Arbitrum Security Program closed Aug 27 with 190M ARB voting, every tracked professional delegate voting yes ([link](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x666a31ac239818a8b90f9d5784adad5974009fe6254da9c3be7f39aed57391bc)). First large treasury draw after the AGV wind-down; unanimous delegate support means it will rarely face scrutiny again.

*Terminal page updated: `DAO Governance Terminal.md` — new "Today's Lead" section, Active Proposals refreshed (Sushi closed, 2 Parallel votes remain).*

Takeaway: the fee-switch era is here, but where distribution is soft (Sushi, Ethena) the same concentrated holder base that writes the proposals approves them — watch which of these gets contract enforcement and which stays a promise.
