##  DAO Governance Digest — September 11, 2026

**Parallel wants its treasury to buy GPUs.** PIP-70 — "AI Compute Pilot: From DeFi Incentives to Owned Infrastructure" — is live with 3 days left ([vote](https://snapshot.org/#/parallel-protocol.eth/proposal/0x16e1f2c0083bde9a81896fb35d6d0a03f1781fc4d22e7c8df90f654b32d04988)). The framing is a pivot from renting incentive distribution to owning compute, and the vote math is the real story: 80.5M PRL already cast (8.1% of supply), with a single wallet ("781", 38.5M PRL) plus the proposer's address accounting for ~77% of it. Five voters. A lending protocol's holders are being asked to underwrite an infrastructure bet outside the protocol's competence, decided by three wallets. Watch whether this becomes the template for small-DAO treasury pivots: one aligned whale plus the author clears any threshold.

**Gitcoin is upgrading its Governor with one wallet doing the upgrading.** The [Governor upgrade proposal](https://snapshot.org/#/gitcoindao.eth/proposal/0xaa73cd585435cf4f8e172e9a0d1f8a49ddb35fb8afffbb14fb8031713b25b03a) (5 days left) has 2.7M GTC cast — and 2.7M of it, $203K of the $204K total, comes from a single address that is also the proposal author. The upgrade itself is legitimate infrastructure maintenance, but the vote exposes the participation floor: the entire second-largest voter has 18K GTC. When a foundation-authored governance upgrade is ratified effectively unilaterally, the "DAO approved it" record is technically true and analytically empty. Second tranche of the 2026 budget passed on the same pattern in July.

**Arbitrum is about to establish an ecosystem-ejection precedent, and its delegates haven't shown up.** Three parallel proposals would ban Good Entry, Limitless, and APX Finance based on high-severity Watchdog Program findings ([example](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x472fb3b40d3df9b1a65de03b85e4867a76f7b1ec014e2d69f347256b0d08184c), 6 days left). Turnout so far: 125 ARB total across all three — roughly $18. The heavy delegates (0xb4c0…6f13, Camelot, GFX Labs, DZack23) who moved 190M+ ARB on the Security Program last month are absent. The mechanism being normalized is notable: a watch program produces findings, governance converts findings into bans, and the bar for "high-severity" sits entirely inside an unelected process. What's the appeal path when a ban is wrong? The proposal doesn't say.

**Aavegotchi completed its IP handoff — four times, to be sure.** The IP transfer to the AavegotchiDAO Foundation closed on both the 25-day and 32-day tracks (clones of each measure), alongside the three-tier quorum framework ([final variant](https://snapshot.org/#/aavegotchi.eth/proposal/0xcd4ff179d038c380ab40223a0af6c8a39ac55a4634dd7373c4feaab722117b7c)). The quorum overhaul is the quieter power move: tiering quorum by proposal size lowers the floor for routine votes while the IP exits direct token-contract control into a legal entity. Whether holders can recall that IP, or whether the foundation is now a permanent intermediary, remains unanswered — same gap we flagged when the signal votes ran in July.

**Centrifuge closed its fee-flow loop while CFG still trades under its old ticker.** CP162 enabling CNF-managed protocol revenue flows passed unopposed on OpenSquare ([proposal](https://voting.opensquare.io/post/1823), 12 voters, ~789K CFG). Coming after the EVM token migration and Altair deprecation swap, Centrifuge now has revenue authority, a migrated token, and a deprecated legacy chain — the cleanest full-stack governance rebuild of the cycle. Note the swap vote passed with 69% abstain: the holders who didn't migrate simply couldn't be reached.
