## Context

Both closed Decentraland questions were rejected, so the names freeze and the contract-migration recovery plan do not proceed on these outcomes. The follow-on question — returning DAO Committee multisig balances to the treasury — closes in two days and currently carries unanimous but thin participation (719K MANA, ~0.03% of supply). Balancer's BIP-928/BIP-929 outcomes were covered in the 30 September entry; no new Balancer activity this cycle.
