# DAO Governance Daily - 2026-10-06

Vault page updated (Today's Lead + Active Proposals refreshed, tables regenerated with live voter/price data). Here's the digest:

**Governance this cycle is unanimous on the surface and two wallets deep underneath — all three live votes are in their final hours, and each is decided by a handful of addresses.**

**SafeDAO — SEP 56 closes 08:20 UTC, uncontested, two wallets decide.**
29 ballots, 29.37M SAFE (~$3.4M), zero No and zero Abstain — every vote is "Accept." Two wallets alone (0xdE4a…6846 at 11.34M; 0x7CC8…6602 at 10.69M) hold 75% of the live tally; add governance.kpk.eth and the top three hit 83%. Funds Safenet Aegis, SAFE's post-custody utility layer, in the funding line after SEP 55 (Safenet Beta) and the SEP 54 pause. A unanimous mandate ratified by a base that can't outvote two institutions.

**Balancer — final operational votes close 18:00 UTC, one veBAL wrapper rules.**
BIP-930 (distribution of recovered funds from the Aug 31 V1 exploit) and BIP-931 (CoWSwap tokenswap) each carry 4 ballots / 4.64M BAL (~$627K), all "Yes." veballer.eth + one more wallet are 99% of each tally. The architecture fight is already over — BIP-928 (Orderly Winddown) and BIP-929 (Fork and Reincarnate) both closed 2026-09-29. Only execution remains, decided by a single governance wrapper.

**Decentraland — a four-part accountability sweep, every motion from one address.**
"Return the money in DAO Committee Multisigs to the DAO Treasury" closed 2026-10-03 (2.02M MANA, 13 ballots), following a freeze of ALL Names and a Names contract recovery plan (both 2026-10-01) plus two DAO-X-account proposals — all authored by 0xBB7B…E9C6. The committee multisigs, the names registry and the DAO's public voice were all contested through one wallet, not the token-holder base.

**The closed tape is where the architecture actually moved.**
Arbitrum's Watchdog Program bans (Good Entry, Limitless, APX Finance — ~163.9M ARB each, 2026-09-17); Lido's expense optimization + NEST/stETH buyback reparametrization (09-24); Uniswap's Protocol Fee Expansion to Arc with a Sentinel-address rotation (09-23); 1inch standing up a DAO Security Council and rotating its treasury multisig (09-19); Morpho adding Spearbit as a multisig signer with the threshold raised to 6 (MIP 133). None are live — each is token-rights precedent.

Scan: 32 DAOs, 3 active proposals, 152 recently closed. Vault page (`DAO Governance Terminal.md`) refreshed with the new lead, narratives and live voter tables.
