# DAO Governance Daily - 2026-10-16

**Nothing new opened anywhere, and that is the headline.** Both scanners — the 31-space Snapshot sweep and the Centrifuge OpenSquare adapter — return zero newly-opened proposals for the 24 hours to 2026-10-14 01:26 UTC. The only live ballot in the entire set is Gitcoin's, and it is two days from closing. The rest of today's story is what closed overnight and what the closed tape says about who decides.

**Balancer's dissolution is now a closed book, and the fork lost twice.** [BIP-932: Fork and Reincarnate Without a Grant](https://snapshot.org/#/balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2) closed 2026-10-13 18:00 UTC at 5.46M veBAL for, 570K abstain, zero against — nine ballots, of which [0x9f74…D68e](https://snapshot.org/#/balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2) (2.51M) and 0xa9B3…eB7E (2.10M) cast 76% of all veBAL on the motion. The single abstain is 0xff02…1751 (570K), the same wallet that abstained on [BIP-933: Claim Timeless VeBalGrant USDC fees](https://snapshot.org/#/balancer.eth/proposal/0x5a66f49d3aa02d9474e13acd1e6ac81d4a93398a8df0ec6b3adbe5170a74d3d8) (5.18M, unanimous, six ballots, closed the same hour). Put the sequence in order and the politics are legible: the orderly wind-down passed 2026-09-29 on 12.18M BAL, the counter-motion [BIP-929: Fork and Reincarnate](https://snapshot.org/#/balancer.eth/proposal/0x25ee897681ae8bbae5ae224b14ad6a03ea6920f768d52b2e9aa1a85b7eec0590) lost the same day 12.11M to 5.21M, and BIP-932 is that defeated faction re-filed with the treasury grant stripped out. What 51 voters rejected in September, 9 voters passed in October. The DAO did not reverse itself; the electorate shrank until the question fit.

**Gitcoin is still voting to lower its own quorum, and the quorum is still one address.** [[PROPOSAL] Update Snapshot Quorum from 2.5M to 1.5M GTC](https://snapshot.org/#/gitcoindao.eth/proposal/0x8cc9d91c1ac903ab8a8676ca8b93f5623175ca6aa5297780073e09a270a66f70) runs through 2026-10-16 03:40 UTC: 314 ballots now, up from 261 when it opened, carrying 2.717M GTC for, 31.3 against, 14.4 abstain. One wallet, 0x00De…5Fc3, alone holds 2.693M of that — 99.1% of the for side — and it is the same address that authored this motion and the [Governor upgrade](https://snapshot.org/#/gitcoindao.eth/proposal/0xaa73cd585435cf4f8e172e9a0d1f8a49ddb35fb8afffbb14fb8031713b25b03a) that closed 2026-09-16 (2.72M for, 12 against, 358 ballots). Ballots keep multiplying while the deciding weight does not move, which is the point. Cutting the bar from 2.5M to 1.5M changes nothing today and everything later: it lowers how much voting power any future proposer must assemble. A reform that makes future reforms cheaper to pass, proposed by the wallet the current threshold already depends on.

**Decentraland's names crisis was voted down, by the same three wallets, three times.** The [freeze on ALL names](https://snapshot.org/#/snapshot.dcl.eth/proposal/0x9625a84a8d18f3ba1de73d639795e6be9b4f44b556b6995fa026238ff6ddb85e) closed 2026-10-01 03:22 UTC with 2.44M MANA against and 1.18M for across 11 ballots. The [migration and recovery plan](https://snapshot.org/#/snapshot.dcl.eth/proposal/0xe9d3e98934ea05a26d1b379339b1409948719910fe99d41b4603fc9e6ea85a10) closed 75 minutes later, also rejected, 2.44M to 1.15M on nine ballots. The [X-account grab](https://snapshot.org/#/snapshot.dcl.eth/proposal/0x1313b978c58657a0abbd445868d2ce30b03916477dab685d365130ca2bbad33e) failed too, 2.29M against 91K. What passed is the one motion that moves money back to the treasury: [Return the money in DAO Committee Multisigs to the DAO Treasury](https://snapshot.org/#/snapshot.dcl.eth/proposal/0x6c0cca3df81ad520f8be50a0a65d5934e1e829a01c66fc4fa5ee4d91abe516af) cleared 1.62M to 397K on 13 ballots, with 0x9DAb…6c1 (859K) and 0x521B…8692 (397K, the sole no) carrying 62% between them. All five motions were authored by one wallet, 0xBB7B…E9C6, in a nine-day window. Decentraland's answer was narrow: fix the treasury, leave the names alone.

**The closed tape keeps re-papering token rights, and the concentration numbers get starker each time we read them.** Uniswap's [Protocol Fee Expansion: Arc](https://snapshot.org/#/uniswapgovernance.eth/proposal/0xe1ac3254ff43d5d780fc6ae1f13a0c027c2ef138fadb316198d3ed814a154b7e) and the [Sentinel rotation on the DUNI-owned Earn vaults](https://snapshot.org/#/uniswapgovernance.eth/proposal/0xa11332c5c326f34fd4d252853378f0041c4baf6a92094a2dbe91ac5c6ad855d9) both closed 2026-09-23 unanimous — 382 and 383 ballots, 20.2M and 18.2M UNI, top three wallets at 79% and 87%. 1inch [stood up a DAO Security Council with a treasury-multisig rotation](https://snapshot.org/#/1inch.eth/proposal/0xb4c8c69b55a442948a7d66b42ac418ae22cad057fee7fbcb0c27a8768bfd3541) on 26 ballots and four wallets at 95% of the yes side. Lido's [expense optimization and buyback restructuring](https://snapshot.org/#/lido-snapshot.eth/proposal/0x517a6972a1b5ac20b4237b83a794f1ec4230ebe2cd35c293d6c03dafee40980f) was rejected, 29.35M against to 1,255 for on 40 ballots — the entire "for" side is 0.004% of the room. SafeDAO's [SEP 56](https://snapshot.org/#/safe.eth/proposal/0x9d226d025170ec4c56adc53dd77dda851da75c712757122c70dea965003278c4) closed 30–0 with two wallets at 75%. Maple's [rules-based buyback](https://snapshot.org/#/mapledao.eth/proposal/0xce5c0b3e759cd071a5412d7935b2408db9def2ecc4f754764f5c2f08055ff3a5) passed 61.3M to 20K on 17 ballots. Parallel's [OTC buyback and burn of 100M PRL](https://snapshot.org/#/parallel-protocol.eth/proposal/0x856a07456f860ad9ff1261c765062848b739013cf335f15a733952f9f55b4906) passed unanimous on six ballots. Sushi's [tokenomics restructure](https://snapshot.org/#/sushigov.eth/proposal/0x2e6df9d02d40e05e9dede6ad50bac47a3e8e7cd3604f4caa63b3995eea7384b0) passed on five ballots, one of which is 99.7% of the weight. Arbitrum's [Watchdog bans](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xddcea6a783aaabce1d616508999078e45ca95932b2b536c0620a9f5e57fa1899) are the outlier that proves the rule: 1,003 ballots, and the top wallet still holds 19.9%. And the non-Snapshot lane is dormant — Centrifuge's newest vote, [CP162](https://voting.opensquare.io/proposal/centrifuge/QmUPKRLpJmxye1WapdarcVTRLKNP82358XymBvVvJ7bazs), closed 2025-09-18.
