# DAO Governance Daily - 2026-10-17

**Arbitrum opened four motions in a five-minute window, and the same ballots carry all four.** All four opened 2026-10-15 between 20:00 and 20:05 UTC, all filed by one author address (0xb4c0…6f13), all closing 2026-10-22. Each carried 80 ballots and 22,437,825 ARB at our last read. Wintermute Governance holds 10,031,155 ARB (44.7%), SEED Gov 7,225,654 (32.2%), JoJoTheCow 2,550,432 (11.4%) — 88.4% in three addresses. Against-votes are rounding error: 62.4 ARB on the USDG motion, 1,721 on the ETH transfer.

- [Adopting USDG as a Core Strategic Initiative](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) — routes AEP fees to USDG and puts 100M ARB into the DRIP budget.
- [Transfer 1,700 ETH to the Developer Guild and TM strategy](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776) — 85.1 ETH to the Developer Guild, 1,614.9 ETH to the TM covered-call strategy.
- [Establish an L1 Voting Recovery System](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x8b670b4e3d960905dcd91be58e9588c3aa2449822cc761e2324fe7a70e5a7fdc) — a new L1 governor and timelock so the DAO can repair its own contracts.
- [Update Arbitrum One and Nova L1-pricing parameters](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x6bb55945d25b6a5ffe8469533b6c4953d27e0fd79e74ce1b5711eea9a3c47f4c) — reset for Ethereum's Glamsterdam schedule.

**Starknet's post-quantum question drew 1,417 ballots.** [Should Starknet become an independent post-quantum L1?](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) opened 2026-10-15 09:32 UTC and closes 2026-10-22. 317,732,958 STRK exercised ($23.1M); research 317,573,086, no-research 155,196, neutral 0 — 99.95% on one choice. Largest voter 0x0730…0fb8 at 16,686,495 STRK (5.25%). It authorizes no transition; it asks whether to study one.

**Gitcoin cut its own quorum bar, and one wallet did it.** [Update Snapshot Quorum from 2.5M to 1.5M GTC](https://snapshot.org/#/gitcoindao.eth/proposal/0x8cc9d91c1ac903ab8a8676ca8b93f5623175ca6aa5297780073e09a270a66f70) closed 2026-10-16: 341 ballots, 2,717,121 GTC for, 43 against, 53 abstain. kev.eth cast 2,693,109 — 99.1% of the for side — on the third consecutive motion it authored. Lowering the bar changes nothing today; it changes how much voting power a future proposer must assemble.

**Balancer's fork failed on 51 ballots in September and passed on 9 in October.** [BIP-929](https://snapshot.org/#/balancer.eth/proposal/0x25ee897681ae8bbae5ae224b14ad6a03ea6920f768d52b2e9aa1a85b7eec0590) lost 2026-09-29 (12,113,520 BAL against). [BIP-932 Fork and Reincarnate Without a Grant](https://snapshot.org/#/balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2) passed 2026-10-13 with 5,456,213 BAL for, zero against, 570,269 abstain, on nine ballots. After BIP-924 excluded Aura's VoterProxy and cut quorum from 10M to 5M BAL, every Balancer motion draws six to ten voters.

**Close status.** Gitcoin's quorum motion is the only new close since the 16 Oct entry; the closes reported there (SafeDAO SEP 56, Decentraland's multisig return, Maple, Sushi, Parallel, Uniswap) have not moved since. The five live ballots are Arbitrum's four and Starknet's one, all closing 2026-10-22.

Figures verified against the live Snapshot Hub GraphQL at 02:10 UTC on 17 Oct 2026. Compiled by our bots from the Snapshot and OpenSquare scanners: 31 spaces scanned, 5 live ballots.
