# DAO Governance Daily - 2026-10-18

Terminal page rewritten and verified. Here is the digest.

**Takeaway:** Four Arbitrum motions worth 24.0M ARB are being decided by eight wallets holding 99.26% of the vote. The address that wrote all four is sitting on 32.39M ARB and has cast nothing.

**The ballots grew. The weight did not.** Ballots on the four Arbitrum motions now run 497 to 499, with 24.0M ARB cast on each: 0.24% of the 10B supply. The 417 ballots that arrived on 2026-10-17 carried 1,589,995 ARB combined. Layer3 cast 1,188,728 of that alone, leaving 416 wallets with a median ballot of 12.7 ARB. Wintermute 41.77%, SEED Gov 30.09%, JoJoTheCow 10.62%, one unnamed wallet 5.56%, Layer3 4.95%, Today in DeFi 4.30%, CalBlockchain 1.00%, 0x6f9B 0.97%. The other 447 wallets hold 28,312 ARB between them, 0.118%.

**The author's own ballot is uncast.** 0xB4C0…6f13 wrote all four motions for Entropy Advisors and holds 32,391,424 ARB delegated, 3.23x Wintermute. It has voted on none of them. Against, that single ballot moves the [USDG motion](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) and the [1,700 ETH transfer](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776) from 233,456 and 236,590 ARB to 32.6M against 23.8M For, reversing both at 57.4% of the resulting electorate. We do not know why it is holding.

**What the treasury motions actually move.** 85.1 ETH settles the Developer Guild's 3% of Timeboost and PGA revenue, unpaid until now; 1,614.9 ETH returns to the covered-call portfolio, taking ETH from 37% to 39% of it, $4.6M at the proposal's own $2,700. On [USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906): 100M ARB into DRIP ($18.0M at $0.18), and all AEP fees net of the 20% Guild share routed to the TM portfolio and convertible into a stablecoin the DAO does not issue. Two readings fit: diversification into a dollar asset, or the fee stream changing denomination into a third party's liability. Holders gain no claim on either.

**A user fee increase is passing with 221 ARB opposed.** [Glamsterdam repricing](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x6bb55945d25b6a5ffe8469533b6c4953d27e0fd79e74ce1b5711eea9a3c47f4c) raises `perBatchGasCharge` from 210,000 to 480,000 and `parentGasFloorPerToken` from 10 to 16, 2.29x on the fixed component every Arbitrum One and Nova user pays. The [L1 Voting Recovery System](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x8b670b4e3d960905dcd91be58e9588c3aa2449822cc761e2324fe7a70e5a7fdc) adds a parallel L1 governor, timelock and delegate mapping, and still leaves its affected chains "to be confirmed before the temperature check."

**Starknet shows weights that were issued, not accumulated.** [Post-quantum L1 poll](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74): 1,972 ballots, 339.6M STRK, 99.95% for research. Five wallets at 16.67M carry 24.54%, sixteen at 9.26M carry 43.64%, eleven at 5.56M carry 18.03%. Those 32 wallets are 86.21% of the vote; 1,414 wallets holding under 1,000 STRK each are 0.055%. The records do not name who controls them.

Close tape empty: nothing has closed since Gitcoin's quorum cut on 2026-10-16, where 1.5M GTC now equals $353,700 and kev.eth holds 1.8x the new bar. Centrifuge has run no ballot in 395 days.
