# DAO Governance Daily - 2026-10-19

Scanned 29 Snapshot spaces plus the Centrifuge lane, pulled full vote records for all five live proposals, and rewrote both sections of the Terminal.

**Takeaway: five proposals are open across 32 DAOs, four of them Arbitrum's, all passing at 99.3% or better on 0.376% of supply. Three wallets supplied 98% of the weight that arrived in the last day.**

**Arbitrum's four motions are 95% eight wallets.** Turnout reads 690 to 692 ballots and 37.56M ARB on each, $7.0M at $0.1874. The top eight wallets hold 95.41%; the other 683 hold 4.59% between them, median 12.4 ARB. Of the 13,824,230 ARB that arrived on the [USDG motion](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) in the last 24 hours, 13,516,812 came from three ballots: 6,354,468 from an unnamed wallet, Max Lomu's 4,183,448, and 2,978,896 from another unnamed wallet. The remaining 256 ballots carried 307,418 ARB.

**The author of all four holds 32,391,424 ARB and has cast no ballot on any of them.** Snapshot records 0xB4C0…6f13 at 86.8% of the current For total. One Against ballot would lift opposition on the [1,700 ETH transfer](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776) from 0.67% to 46.7% of a 69.96M electorate. Short of a reversal now. Seventy-two hours ago, when For stood near 23.8M, the same ballot would have reversed it. We read this from the vote records and the delegation snapshot; we do not know why the author is holding its ballot.

**The USDG motion moves the DAO's fee stream into a stablecoin the DAO does not issue.** 100M ARB to the DRIP budget ($18.7M), all AEP fees net of the Developer Guild's 20% into the TM portfolio, convertible to USDG with the Foundation executing. Entropy runs it as a Special Project, OAT sets KPIs, no extra pay. The text says the Aligned Entities are read in on the strategy "including the parameters that we are not able to publish publicly." Holders get no claim on the budget or the float.

**The pricing motion is the one that reaches users.** `perBatchGasCharge` 210,000 to 480,000, a 2.29-fold rise in the fixed L1 fee component on Arbitrum One and Nova, plus `parentGasFloorPerToken` 10 to 16. Against: 7,341 ARB, 0.02%. A cost on every user of two chains set with 0.02% of participating weight opposed.

**Starknet's poll is unanimous and its weights repeat to the token.** [99.96% yes](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) on 2,464 ballots, 375,584,367 STRK, $22.8M, 3.7% of supply. Twelve wallets voted exactly 9,259,259 STRK, nine exactly 5,555,556, three exactly 16,666,667. Forty-one wallets at 5.5M or more hold 92.89%. The 1,829 wallets under 1,000 STRK hold 0.059%. The poll author holds zero voting power.

**Close tape stays empty.** Nothing closed since Gitcoin on 2026-10-16. Centrifuge has run no ballot in 396 days. Zero pending anywhere.
