# DAO Governance Daily - 2026-10-20

**Five motions across two DAOs, and in both the result sits with fewer than ten wallets.** Nothing else has closed since 16 October, and Centrifuge has now gone 396 days without a ballot.

 **Arbitrum: four motions, one basket of eight wallets.** [USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906), [1,700 ETH](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776), [L1 voting recovery](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x8b670b4e3d960905dcd91be58e9588c3aa2449822cc761e2324fe7a70e5a7fdc) and [L1 pricing](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x6bb55945d25b6a5ffe8469533b6c4953d27e0fd79e74ce1b5711eea9a3c47f4c) each stand at 47.09M–47.10M ARB, 0.471% of supply, $9.30M, on 830–835 ballots. The top eight wallets hold 91.47% of the weight on all four and voted For on all four. Wintermute Governance leads at 10,031,155 ARB (21.30%); one unnamed wallet, 0xF92F…37B4, cast 8,425,832 ARB across all four yesterday at 16:13–16:24 UTC, 17.89% of the current total. Median ballot: 11.98 ARB. The author address on all four, 0xB4C0…6f13, holds 32,271,251 ARB delegated, 68.6% of the pricing motion's For total, and has voted on none of them.

 **The pricing motion bills every user of Arbitrum One and Nova.** `perBatchGasCharge` 210,000 to 480,000 (2.29x the fixed L1 fee component), `parentGasFloorPerToken` 10 to 16, tracking Ethereum's Glamsterdam upgrade through the existing ArbOwner precompile. Against: 7,348 ARB, 0.016%. Heaviest opposition is on USDG, 447,332 ARB at 0.95%. The 1,700 ETH motion moves 85.1 ETH to the Developer Guild and ~1,600 ETH back into the covered-call portfolio from revenue the treasury had not yet paid out.

 **Starknet's post-quantum L1 poll is 99.96% yes on weights issued in fixed blocks.** [388,016,103 STRK](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74), 3.80% of supply, $22.21M, 2,738 ballots. Three wallets voted exactly 16,666,667 STRK, fourteen exactly 9,259,259, nine exactly 5,555,556; those 26 carry 59.19%. Forty-one wallets hold 92.35%. The 1,670 ballots under 1,000 STRK hold 0.058%. Non-binding; StarkWare announced the exploration on 8 October.

 **Balancer is ending, and the fork gets the code for free.** [BIP-928](https://snapshot.org/#/s:balancer.eth/proposal/0xeae4f8bab6f2fbfe22cfeae51ec336ef238c82e6e0017ee511ee67995235d53d) passed the winddown: treasury distributed in kind and pro rata, round one end of May 2027, pools withdrawals-only from 30 October, buyback cancelled. [BIP-929](https://snapshot.org/#/s:balancer.eth/proposal/0x25ee897681ae8bbae5ae224b14ad6a03ea6920f768d52b2e9aa1a85b7eec0590) asked for a BAL pre-seed and 10% of the fork's FDV for the treasury, and lost 12,113,520 to 5,213,625. [BIP-932](https://snapshot.org/#/s:balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2) passed the same fork with no grant, no FDV share, trademarks excluded: 5,456,213 For, 570,269 Abstain, zero against, nine ballots. Six to nine ballots is now normal there because [BIP-924](https://snapshot.org/#/s:balancer.eth/proposal/0xcf2a35f4ce5133b213d8b8e275cc93fec2894d9a0426b162712a00e59afdf6cf) zeroed Aura's VoterProxy and halved quorum to 5M BAL. That proposal records Aura at 60% or more of every Snapshot vote, usually above 75%.

 **Gitcoin lowered quorum to a level it can clear.** 2.5M to 1.5M GTC, 341 ballots, 2,717,121 For, 43 Against, 53 Abstain. It mirrors the Governor upgrade, which makes quorum a DAO-adjustable setting. SafeDAO spent 7.4M SAFE for twelve months of Safenet staking rewards and Sentinel grants on 6 October: 30 ballots, no vote against, no abstention.
