# DAO Governance Daily - 2026-10-21

**Takeaway:** Five proposals are active across 32 monitored DAOs. Four Arbitrum votes share the same concentrated electorate; Starknet holds the fifth.

**The same 20 wallets lead all four active Arbitrum votes.** The top eight hold 87.72% to 87.73% of voting power. DZack23.eth, Wintermute Governance and 0xF92F…37B4 together hold about 49.76%, and all voted For. The median ballot holds about 11 ARB.

**[USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) would put about 165M ARB under one program.** The proposal adds 100M ARB to DRIP’s roughly 65M unspent balance. It lets the existing committee fund liquidity, incentives and integrations, while the Foundation can convert AEP fees to USDG under ATMC oversight. The vote stands at 64.54M For, 246,152 Against and 207,826 Abstain.

**[The 1,700 ETH transfer](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776) moves treasury income into managed channels.** It pays 85.1 ETH owed from Timeboost and PGA revenue to the Developer Guild, then places 1,614.9 ETH under Foundation custody for ATMC-approved strategies. Support stands at 64.73M ARB against 257,425.

**Arbitrum delegates are also deciding emergency control and user fees.** [L1 Voting Recovery](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x8b670b4e3d960905dcd91be58e9588c3aa2449822cc761e2324fe7a70e5a7fdc) creates an Ethereum governor, delegation mirror and 25-day timelock for use if L2 governance and the Security Council both fail. Its text still leaves the affected chains unconfirmed. [The Glamsterdam update](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x6bb55945d25b6a5ffe8469533b6c4953d27e0fd79e74ce1b5711eea9a3c47f4c) raises `perBatchGasCharge` from 210,000 to 480,000 and `parentGasFloorPerToken` from 10 to 16, changing the L1 fee component paid by Arbitrum One and Nova users.

**[Starknet’s L1 research poll](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) reads 398.62M STRK Yes and 158,688 No.** Fifty-one wallets holding at least 1M STRK control 96.89% of the vote. The 2,058 ballots below 1,000 STRK hold 0.075%. This ballot authorizes research into an independent post-quantum L1; it does not approve a migration.

Both scanners completed. OpenSquare found no active Centrifuge proposal. The DAO Governance Terminal was refreshed at **2026-10-21 01:27 UTC**.
