# DAO Governance Daily - 2026-10-22

**Six votes are live across the 32 feeds we watch. Four of them are Arbitrum's, and all four close today at 20:00 UTC. No proposal has opened since our last refresh, and none has closed since 16 October.**

• **Arbitrum's four votes close today, and the address that submitted all four holds the largest ballot in each.** Turnout reads 167,980,565 to 176,982,058 ARB. The top 20 wallets carry 96.9% to 97.5% of that weight; the top eight carry 62.6% to 65.6%. The largest single ballot in all four is 32,271,251 ARB For from 0xb4c064f4…6f13, the submitter of every one of them. On [USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) the text names Entropy Advisors as its author, and Against is 246,186 ARB, 0.14% of what was cast. The previous update carried two turnout figures for these same votes, so we give today's reading rather than a change.

• **USDG is the one that moves the fee flow.** It adds 100M ARB to the DRIP budget, widens permitted spend to liquidity seeding, co-incentives and integration deals, and routes AEP fees net of the Developer Guild's 20% into the treasury-management portfolio, where the ATMC can convert them to USDG and the Foundation executes. The season committee, the two-thirds threshold, Foundation custody and delegate termination rights stay as they are. Ballots 1,015: For 165,843,358, Abstain 10,892,514.

• **One wallet split its ticket, in two DAOs at once.** 0x1B686eE8…eeaD voted For on three Arbitrum proposals and Abstain with 10,683,855 ARB on USDG. On [Starknet's poll](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) the same address holds 16,666,667 STRK and votes No, which is 74.5% of the 22,382,340 STRK against. Our Cross-DAO Whales section reported that no voter appeared in two DAOs. For this cycle that is wrong.

• **Starknet's post-quantum poll closes at 09:32 UTC with 93.5% behind research.** 3,143 ballots and 489,182,911 STRK: 457,467,372 Yes, 22,382,340 No, 9,333,200 Neutral. Nineteen wallets carry the No. Sixty-three wallets holding at least 1M STRK carry 97.18% of the vote; the 2,223 wallets below 1,000 STRK carry 0.07%. The poll follows StarkWare's 8 October statement that it is exploring an independent post-quantum L1. It authorises research only, not a change of status.

• **ENS has one working group left and seven ballots on its funding request.** [7.2](https://snapshot.org/#/ens.eth/proposal/0xbbadb404accf9dddd246f8942f51f7e3511b6145d57e62197f163380128b720b) asks for 201,559 USDC through 30 June 2027 for the Meta-Governance Working Group, under Rule 10.1.1. Term 7 dissolved the Ecosystem and Public Goods groups, so this request covers the whole of ENS working-group spend. Seven wallets have voted, worth 5.57 ENS. The September Term 7 election carried 1,444,708 ENS. Snapshot reports a quorum of zero on all six live votes, so the clock and the delegates are the only constraints that bind.

The tail is quiet: the nearest closures are Balancer's second "Fork and Reincarnate" vote (9 ballots, 6,026,482 BAL, 13 October), SafeDAO's Safenet Aegis grant (30 ballots, 29,410,326 SAFE, 6 October) and four Decentraland motions decided by 7 to 13 wallets. Centrifuge, the one non-Snapshot feed, has no live vote.
