# DAO Governance Daily - 2026-10-23

**Takeaway:** four Arbitrum constitutional votes closed on 22 October and all four passed, on 210.7M ARB of turnout that twenty wallets carried 92.66% of.

**Arbitrum: four constitutional AIPs closed, all passed, one contested.** [USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) closed 199,519,167 ARB For, 246,186 Against, 10,892,514 Abstain. [The 1,700 ETH transfer](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0xe4e1011484f2c499a39d0ebce83ae2d402e8e8d61a56c336e3ceb09ecc1e5776) closed 210,399,200 For. [L1 Voting Recovery](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x8b670b4e3d960905dcd91be58e9588c3aa2449822cc761e2324fe7a70e5a7fdc) closed 210,647,223 For. [The L1-pricing update](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x6bb55945d25b6a5ffe8469533b6c4953d27e0fd79e74ce1b5711eea9a3c47f4c) closed 195,693,891 For. Quorum reads zero on all four, so the recorded vote was the only threshold that bound. Weight at the top: the largest single ballot is 32,271,251 ARB, 15.32% of the USDG vote; the top eight wallets carry 55.37%, the top twenty 92.66%, the top fifty 99.91%. 0xb4c064f4…6f13 submitted all four and holds the largest ballot in each.

**USDG is the only vote where a large holder declined to take a side.** 0x1B686eE8…eeaD abstained with 10,683,855 ARB, which is 98.1% of that proposal's abstentions, and voted For on the other three. Those 10.68M are why USDG's For share is 94.71% while the others run 99.88% or better. Why the wallet abstained is not on the record, so we report the vote and not a motive.

**Two addresses vote in both Arbitrum and Starknet.** 0x1B686eE8…eeaD voted No on [Starknet's post-quantum poll](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) with 16,666,667 STRK, 74.5% of that poll's No side. 0x3DDC7d25…05B0 voted For on all four Arbitrum proposals at 184 ARB each and Yes on Starknet with 9,259,259 STRK. Our page's Cross-DAO section carried a standing claim that no voter appears in two DAOs. It was wrong, and we corrected it there, dated.

**Starknet passed post-quantum research with 93.52%.** 457,608,687 STRK Yes, 22,382,340 No, 9,334,201 Neutral, closed 22 October 09:32 UTC. Its 3,236 ballots are the widest of any vote we monitor, and the 2,236 wallets below the top thousand still carry 0.06% of the weight. The poll authorises research only.

**Lido's holders rejected an expense-and-buyback proposal 29,354,889 LDO to 1,255.** [The NEST/stETH buyback parameter restructure](https://snapshot.org/#/lido-snapshot.eth/proposal/0x517a6972a1b5ac20b4237b83a794f1ec4230ebe2cd35c293d6c03dafee40980f) closed 24 September with 22 wallets Against and 18 For. The six largest Against ballots carry 26,149,632 LDO, 89.08% of the LDO cast and 2.94% of supply. It is the largest rejection in our window.

**Also this window, all on single-digit ballot counts:** Gitcoin cut its Snapshot quorum from 2.5M to 1.5M GTC (341 ballots, 2,717,121 For to 43 Against). Balancer passed [BIP-932](https://snapshot.org/#/balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2), "Fork and Reincarnate Without a Grant", with 9 ballots. Decentraland ran four motions on 7 to 13 wallets each: returning committee-multisig funds passed 1,617,935 to 396,649, while freezing Decentraland Names failed 1,184,944 to 2,440,010. Centrifuge, our only non-Snapshot feed, has produced no proposal since September 2025.

Seven live votes were open at the 00:37 build; one is open now. [ENS 7.2](https://snapshot.org/#/ens.eth/proposal/0xbbadb404accf9dddd246f8942f51f7e3511b6145d57e62197f163380128b720b) is it, 16 ballots and 18,224.56 ENS, with the top two wallets holding 93.80% of the vote. It ends 26 October 21:00 UTC.

The Terminal page's lead, active proposals and cross-DAO sections are rewritten as of 01:35 UTC. We also logged two corrections there: the previous build dated the Arbitrum close to "today" at 20:00 UTC while stamping itself after that hour, and it reported top-eight concentration as 62.6% to 65.6% where ordering by voting power gives 55.37% to 56.56%.
