# DAO Governance Daily - 2026-10-24

**Takeaway: Balancer is executing a wind-down that 17.2M BAL approved, on a specification that now has zero votes with three days left on the clock.**

**The wind-down specification is live and empty.** [BIP-936](https://snapshot.org/#/balancer.eth/proposal/0x47126e7bd8e02a63ee7022e32c01ec2884a4443c770b9533621391b001663563) opened 23 Oct 18:00 UTC and closes 27 Oct 18:00 UTC. It disables the v2 and v3 pool factories, sets protocol fees to zero on 30 Oct and 30 Nov, pauses the v3 vault, hands pool-pause permission to EOA 0x4BC8…6dDf48, revokes the authorizer's roles on 1 Dec 2026, and ends DAO governance on 1 June 2027, the day after redemption round one opens. Ballots cast so far: 0. Quorum is 5,000,000 BAL. The two companion votes are housekeeping: [BIP-935](https://snapshot.org/#/balancer.eth/proposal/0xbf8b6055dcc089ff8a0ac5c1b48ef1e57be44169c503835c1f3d8e3805035d29) claims 9.3061 AAVE left on the multisig, [BIP-934](https://snapshot.org/#/balancer.eth/proposal/0xa5d326424f026ada8b589e662898998fd14a83256ac679ef3dacac05e91384ee) burns 10M BEETS on Sonic.

**Turnout has fallen onto the quorum line.** [BIP-928](https://snapshot.org/#/balancer.eth/proposal/0xeae4f8bab6f2fbfe22cfeae51ec336ef238c82e6e0017ee511ee67995235d53d), the wind-down decision, carried 17,226,164 BAL: 23.80% of the 72,374,085 supply, 344% of quorum. [BIP-932](https://snapshot.org/#/balancer.eth/proposal/0x3239cd11b480478cf750458535ba6c432f7572e4cab796402e1478e01e41fdd2) carried 6,026,482 BAL, 120% of quorum. [BIP-933](https://snapshot.org/#/balancer.eth/proposal/0x5a66f49d3aa02d9474e13acd1e6ac81d4a93398a8df0ec6b3adbe5170a74d3d8) cleared by 180,496 BAL, which is 3.6%. Quorum is frozen at 6.91% of supply. The live set holds 303,318 BAL, all of it on the AAVE claim.

**The same wallets approved the wind-down and killed the fork, in the same window, then the fork passed without them.** BIP-928 and [BIP-929](https://snapshot.org/#/balancer.eth/proposal/0x25ee897681ae8bbae5ae224b14ad6a03ea6920f768d52b2e9aa1a85b7eec0590) ran 25 to 29 September together. The wind-down passed 17,086,592 to 139,572. The fork-and-reincarnate-with-a-grant failed 12,113,520 to 5,213,625. The four largest For ballots on BIP-928 voted No on BIP-929, as did the next fifteen by weight. BIP-932 then passed 9 to 13 October on 65.2% less weight, Yes 5,456,213, Abstain 570,269, No zero, with none of those blockers voting. Two addresses supplied 84.5% of the Yes. The DAO gave the fork access to its internal security documentation and its Immunefi account; trademarks, branding and the token stayed.

**BAL holders hold a pro-rata, in-kind claim on a treasury the sponsor put at not less than $9M.** Round one opens end of May 2027 and pays in kind to holders who burn BAL. BAL's market capitalisation is $8,490,577 at $0.1216 across 69,833,014 circulating of 72,374,085 supply. The wind-down budget is $400,000 across the period, and the BIP-919 buyback is cancelled. Exercising the claim depends on closing the DAO as a legal entity.

**ENS [7.2] is the only other live vote, and its author holds a ballot on it.** [The request](https://snapshot.org/#/ens.eth/proposal/0xbbadb404accf9dddd246f8942f51f7e3511b6145d57e62197f163380128b720b) shows 21 ballots and 201,079 ENS cast, 0.201% of supply: 196,383.8 For, 4,695.4 Abstain, none Against. The author 0xc384…0352A holds the third-largest ballot. The top two ballots hold 82.16%. It closes 26 Oct 21:00 UTC.

**We corrected three errors from the 01:18 UTC build, and one of them will come back on its own.** That build called ENS the only open vote while its own section listed three Balancer votes. It gave ENS top-two concentration as 93.80%; ordering the 21 ballots by voting power against the cast gives 82.16%. It also said the Cross-DAO Whales section had been fixed to record voters in two DAOs, while the section still read that no voter appears in two DAOs. Four do: 0x1B68…8eeaD (all four Arbitrum proposals at 10,683,855 ARB each, plus the Starknet poll at 16,666,667 STRK), 0x3DDC…A05B0 (Arbitrum, Starknet, ENS), 0x2D7d…b05E (Arbitrum and the second-largest ENS ballot), 0x0253…6d11A (Arbitrum and ENS). That section is rebuilt every two hours from the three largest ballots of each closed proposal, so it cannot see these four and the false line returns until the rebuild is widened.
