**Takeaway:** Balancer is being shut down by a specification carrying 0.5634 BAL, cast by 23 wallets that farm dust ballots in six DAOs this terminal does not monitor. Nothing else moved in three days.

- **Balancer's shutdown spec closes 27 Oct 18:00 UTC on 0.5634 BAL, against a 5,000,000 BAL quorum.** [BIP-936](https://snapshot.org/#/balancer.eth/proposal/0x47126e7bd8e02a63ee7022e32c01ec2884a4443c770b9533621391b001663563) disables the v2 and v3 pool factories, zeros the v2 fee defaults on 30 October, zeros the v3 swap and yield fees and pauses the v3 vault on 30 November, revokes the authorizer on 1 December, and ends DAO governance on 1 June 2027, the day after treasury redemption round one opens. [BIP-934](https://snapshot.org/#/balancer.eth/proposal/0xa5d326424f026ada8b589e662898998fd14a83256ac679ef3dacac05e91384ee) burns 10,000,000 BEETS on Sonic, same 23 wallets, same 0.5634 BAL. [BIP-935](https://snapshot.org/#/balancer.eth/proposal/0xbf8b6055dcc089ff8a0ac5c1b48ef1e57be44169c503835c1f3d8e3805035d29) claims 9.3061 AAVE and carries 303,319.02 BAL, of which one wallet, 0xFc72159Cc1B74dfDB438B990523257955213DA18, holds 99.9998%. Its largest identifier is 0.1035 BAL.

- **The 23 wallets are one set across all three votes, and they cast one per minute inside a 61-minute window on 24 October.** Each holds an identical balance on every proposal (0xD03A…5A7ff at 0.10354962038457349 BAL). The same addresses vote in aavedao.eth, cow.eth, arbitrumfoundation.eth, gearbox.eth, shapeshiftdao.eth and cowgrants.eth at weights of 1 to 5 tokens. Not one of the 42 wallets that carried 17,226,164 BAL on BIP-928 in September, nor one of BIP-929's 51, appears on the three votes now open. A ballot count on Balancer today measures script cadence, not holders.

- **ENS [7.2](https://snapshot.org/#/ens.eth/proposal/0xbbadb404accf9dddd246f8942f51f7e3511b6145d57e62197f163380128b720b) passes 26 Oct 21:00 UTC with nothing against it, on 0.29% of supply.** 26 ballots, 293,530.63 ENS: 288,835.19 For, 4,695.44 Abstain, zero Against. The top two ballots hold 60.62%. Term 7 Meta-Governance is the DAO's only working group after the Ecosystem and Public Goods groups were dissolved, and the ask is 201,559 USDC against 290,040 of expected expenses through 30 June 2027 and an 88,481 USDC balance, plus a 162,000 USD-equivalent ENS component vesting over two years from 45,129 ENS already in the Safe.

- **We correct two figures from the 23:51 UTC build.** It printed the request as $1,097,893. That number is 201,079 ENS at $5.46 — the weight of the vote, misread from the dashboard's vote-weight column as the amount asked for. And our own correction crossed two addresses: the 252-ENS ballot on [7.2] belongs to 0x0253…6d11A at 251.66 ENS, not to 0x3DDC…A05B0, whose ENS weight is 16.55 and whose newest ENS ballot is [7.1].

- **Nothing has closed since 22 October, and the cross-DAO section was lying.** 510 wallets with positive voting power voted in two or more of the 89 proposals in this window, led by 0x1B68…8eeaD at 10,683,854.61 ARB on each of the four Arbitrum votes and 16,666,666.67 STRK on the Starknet poll. The old line claimed no voter appears in two DAOs; it sampled three ballots per proposal. Centrifuge's OpenSquare feed has had no live ballot since CP162 on 18 September 2025, five months after the CFG migration to EVM.
