# DAO Governance Daily - 2026-10-28

**Balancer's dissolution passed on four wallets. Parallel's three live votes sit on two. ENS's auditor pick is 85% one address. Arbitrum's four votes drew 1,035 ballots.**

• **Balancer executed its shutdown.** [BIP-936](https://snapshot.org/#/balancer.eth/proposal/0x47126e7bd8e02a63ee7022e32c01ec2884a4443c770b9533621391b001663563) closed 27 Oct with 6,306,479 BAL against a 5,000,000 quorum. Four ballots supplied 6,306,469 of it; the other 26 carried 10 BAL between them, and zero voted No. Fee defaults go to zero 30 Oct, partner pools pause 30 Nov, authorizer roles are revoked 1 Dec 2026, redemption round one opens 31 May 2027, DAO governance ends 1 June 2027. On every chain except Ethereum the core team runs the same actions from its own multisig, which no vote covers.

• **Gitcoin's quorum cut passed, carried by the wallet it was built around.** [2.5M to 1.5M GTC](https://snapshot.org/#/gitcoindao.eth/proposal/0x8cc9d91c1ac903ab8a8676ca8b93f5623175ca6aa5297780073e09a270a66f70) closed 16 Oct at 2,717,121 For, of which 2,693,109 (99.11%) came from 0x00De…1536. Every future proposer now needs 1M GTC less; that one address clears the new bar by 1.79×.

• **ENS is picking its auditor on 0.039% of supply.** [7.3](https://snapshot.org/#/ens.eth/proposal/0x1d606135097ceeee752498b265486cd966a73a44ed4af13eaf48d6cb96a7a0e0) selects OpenZeppelin to audit Governor Nexus: 20 ballots, 39,403 ENS, zero Against, no quorum set. 0x7F77…b2CB holds 85.18%; 14 ballots carry 1 ENS or less, six of them cast inside seven minutes on 27 Oct. The vote decides who reads the governor before it holds the DAO's assets.

• **Parallel will elect a nine-seat multisig on two ballots.** All three votes close 2–4 Nov on 29,218,726 PRL (6.53% of supply). [PIP-71](https://snapshot.org/#/parallel-protocol.eth/proposal/0xe12f55712224ca66ce551dcd7a8493e176f1555a79b5b3a8c4217ab0d6956dd8) sunsets USDp on ten chains that held 3.86 of 646,940.14 USDp; [PIP-72](https://snapshot.org/#/parallel-protocol.eth/proposal/0x15f512b917806a9b1de50976f1c4303910138f9ea3e3c06ff9aa07d54daaf891)'s leader, Jean Brasse at 7,803,137, is ahead of three tied candidates by exactly one double-weight assignment from 0xBabB…9827.

• **Arbitrum and Starknet show the opposite pattern.** [USDG as core strategic initiative](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906) passed 199,519,167 to 246,186 across 1,035 ballots, adding 100M ARB to DRIP and routing AEP fees into a USDG-convertible portfolio; 1,700 ETH went to the Developer Guild the same day. Starknet's [post-quantum poll](https://snapshot.org/#/starknet.eth/proposal/0x31dffc8b6f24c580540cc967fdede3d8e9d513c105d3f699a14ae65bd0dc5d74) drew 3,236 ballots and 93.5% for research, with six wallets at exactly 16,666,667 STRK each — programme weight, not independent conviction.

**Correction:** our 26 October note said Balancer's wind-down had 93.78% of its tally from one dust ballot and that the wallets behind BIP-928 had walked away. Four holders arrived between 26 Oct 16:55 and 27 Oct 10:10 UTC; that dust ballot finished at 8 BAL, 0.0001% of the final count.
