# DAO Governance Daily - 2026-10-29

**Takeaway:** nothing was filed in 48 hours across 31 Snapshot spaces. The only live votes are three Parallel proposals carried by three wallets. What is actually moving is exits.

• **Balancer's shutdown starts executing tomorrow.** BIP-936 closed 27 October with 30 ballots: 6,306,478.97 BAL For, 0.005 against, quorum 5,000,000. Four wallets supplied 6,306,469 of it; the other 26 supplied 10 BAL between them. That is 8.71% of the 72.4M supply ending the protocol. V2 fee defaults go to zero on 30 October, the first redemption window opens 31 May 2027, governance ends 1 June 2027. On every chain except Ethereum the core team does the same steps from its own multisig, which no vote covers. • **Parallel is the entire live board.** Three votes close 2 and 4 November on 64,371,888 PRL, 14.39% of supply, cast by three wallets at 54.61%, 35.51% and 9.88%. PIP-71 sunsets USDp on ten chains that hold 3.86 USDp against a 646,940.14 supply and names no redemption path. PIP-72 fills nine seats from eight candidates, with five of the six funded candidates in exact ties, so rank comes from how the largest ballot split its weights. • **Arbitrum moved 210,657,867 ARB, 2.11% of supply, across four votes.** USDG drew 199,519,167 For and 246,186 Against on 1,035 ballots. One address authored all four proposals and cast the largest ballot, 32,271,251 at 15.32%; the top eight hold 55.37%. AEP fees net of the Developer Guild's 20% now route into the TM Portfolio with authority to convert to USDG, so the DAO's fee flow lands in a stablecoin it does not issue. Holders get no claim on that flow, only the vote that directed it. [USDG](https://snapshot.org/#/arbitrumfoundation.eth/proposal/0x2281f0e25992b203f0318542f74cd4ebd4d61625383c09e11839807834857906)

• **Gitcoin cut its quorum and one wallet cleared it alone.** 2,693,109 of 2,717,121 GTC came from a single address, 99.11%, across 341 ballots. The new 1.5M threshold is cleared by 1,193,109; the old 2.5M one by 193,109. • **Starknet's quantum poll: 93.52% for research, on weight a programme set.** In the top 100 ballots, 16 hold exactly 9,259,259 STRK, 15 hold exactly 5,555,556, six hold 16,666,667. Those are subdivisions of one block, so at least 37 ballots carry delegation allocations rather than independently acquired weight. **Corrections to the 00:29 UTC page.** It carried an ENS vote numbered 7.3, auditing Governor Nexus with 20 ballots and 39,403 ENS. That proposal ID returns no record from Snapshot and ens.eth's newest proposal is 7.2, closed 26 October with 53 ballots. We withdrew the figures. It also put Arbitrum's top eight ballots at 63.96%; they sum to 55.37%.

DAO Governance Terminal updated: Today's Lead, Active Proposals, and the overview counters now reflect today's scan (3 active, 156 recently closed, 64.4M PRL live).
