Free, keyless, and CC-BY-4.0. Each record states which governance rights are enforced by a specific contract at a specific block, with a verdict per standard.

Each record carries the eight GSA determinations, the structure label (S1–S5), the as-of date, the tier, the key finding and the assessment flags. Verdicts are pass (the right is enforced by contract), near-miss (enforced with material limits) and fail (not enforced in code).
